When I boot up the Montage the velocity curve always defaults back to soft. How can I change that so when I boot it goes to the velocity curve I want?

Things like your UTILITY settings (preferences) are stored in any USER File that you make. So quite possibly you changed this setting at one point and saved that data in a file or you loaded a file that had that Velocity Curve as its system setting. Either way, if you load a USER File and notice it has changed your setting, I recommend overwriting that file with your preferred Velocity Curve setting.
You can only change it in a FILE by loading it to USER Bank, resetting the UTILITY mode settings as you prefer, and then re-Save that FILE.
