I just noticed something weird about the MIDI Out Activity indicator on the Cubase 9.5 Transport Bar.
I have a little project with just one MIDI track and one audio track. Monitor is set to ON on the MIDI track.
With Monitor set to OFF on the audio track, when I hit a brief note on the Montage, the MIDI Out Activity indicator shows activity for about 2 seconds. With Monitor set to ON on the audio track, when I hit a brief note on the Montage, the MIDI Out Activity indicator shows activity for about 9 seconds.
Why is that time different?

The MIDI OUT ACTIVITY meter shows any MIDI messages passing from the MONTAGE to the computer. This includes notes you play, MIDI Clock information either generated by the MONTAGE or a connected MIDI device, Active Sensing messages, Remote commands, etc.
How long the meter appears is totally dependent on your system setup... and how long the data is bouncing around.
You’ve given us no idea about your routing, what’s connected, etc., are you using the DAW REMOTE feature, for example?
The purpose of the MIDI OUT ACTIVITY meter is strictly troubleshooting, as far as I know. Allows you to verify MIDI messages are traveling *thru* Cubase.
The MIDI meter on each of the target MIDI Tracks is what you should concern yourself with, as the MIDI data that gets recorded to that MIDI Track will be indicated on the individual MIDI Track meter. And this is the data destined to trigger the MONTAGE Tone engine (assuming you are working with Local Control = Off). If it shows an abnormal change in length, then (and only then) would I worry.
If you fully analyze your setup you’ll discover something in your system is causing the activity meter to do what it does... but without more information about what you have going on, it’s anybody’s guess.
Btw - your file does not behave as you described when I load it to my instrument... convincing me further, that it is something you have connected/configured. If it is not arriving on the MIDI Tracks you are recording then ... it really doesn’t matter. And if it is, then you can look at the data and figure out what it is...
Just FYI - I always have that MIDI ACTIVITY METER set to Off, as it doesn’t correspond to the data I’m interested in... which is what goes to the individual MIDI track. If your MIDI Tracks do not show this data then it is not data that is passing THRU (being echoed back) to the MONTAGE Tone Generator.

I don’t think I have anything unusual in my setup now that I got rid of Voicemeeter.
I took your suggestion and turned off that MIDI activity meter. I will also stop thinking about it and get back to music.
